MBTA FMCB awards on-call construction services contract

The Massachusetts Bay Transportation Authority's (MBTA) Fiscal and Management Control Board (FMCB) has awarded SPS New England, Inc., an on-call commuter rail right-of-way construction services contract worth $17,040,846.  

 

Officials said the contract allows for on-call construction services to meet MBTA’s right-of-way repair and reconstruction needs to improve safety and reliability along its commuter rail system.

The new contract addresses the capital maintenance and capital improvement projects that are not included in Keolis Commuter Services’ typical maintenance work, but officials noted the contract does not relieve Keolis of the contractual obligations under the current operating agreement.

“After the condition of an asset can no longer be addressed through routine maintenance, it becomes a capital maintenance project and is handled through an MBTA capital construction project,” MBTA said.

The construction scope includes:

  • Providing construction-related services on an on-call basis to support MBTA’s state-of-good-repair/reconstruction needs
  • Right-of-way repairs and reconstruction work including drainage, wall, concrete and platform repairs
  • Work anticipated in MBTA’s Massachusetts service area
  • Work assigned on a project-by-project basis, as directed by the MBTA, using bid items and contractor unit prices

 

MBTA said the project was advertised on Dec. 6, 2017, with the bid opening on Jan. 16, 2018. The transportation authority received seven bids with the lowest bidder as SPS New England, Inc.
