Illinois Commerce Commission Approves St. Clair County Highway-Rail Safety Project

A Stipulated Agreement requiring new automatic warning devices at a highway-rail crossing near New Athens in St. Clair County has been approved by the Illinois Commerce Commission.
The Illinois Central Railroad Company is required by Stipulated Agreement 2233 to install new automatic warning systems at the Black Quarter Central Road highway-rail crossing, which is marked as AAR/DOT #296103T, railroad milepost 27.81-G.
The signal design and construction are expected to cost $379,475. The Grade Crossing Protection Funds should be utilized to pay up to 95% of the signal design and installation expenses, not to exceed $360,501, according to ICC personnel.
All remaining signal design and installation costs, as well as all future operating and maintenance costs for the new warning devices and their circuitry, will be paid by the Illinois Central Railroad Company, a release said.
“Safety updates to our rail infrastructure are essential for keeping everyone safe around railroad tracks,” said ICC Commissioner Michael T. Carrigan. “The Grade Crossing Protection Fund makes it possible to get life-saving rail safety projects completed in communities all over Illinois. That’s a win for pedestrians, motorists, and rail passengers alike.”
The work is set to wrap up within 18 months of the order date, ICC said.
