Metrolink, also known as the Southern California Regional Rail Authority, is embarking on a system-wide track, signal, and structure rehabilitation program.

The agency has hired Hill International, Inc., to provide staff augmentation for this effort. Hill will be responsible for many aspects of this project, including contract administration and management, rehabilitation program management, field engineering and product development, construction and project management, inventory management, project management, asset condition assessments, staff augmentation support, office engineering services, Independent Cost Estimate development, Scope of Work development, and public outreach support.

Aaron Azevedo, P.E., Metrolink’s Assistant Director of Rehabilitation, and Justin Fornelli, chief of program delivery, will lead the program, which will help maintain a State of Good Repair (SOGR) across the Metrolink system.

At the moment, the work under the SOGR plan includes design, permitting, and rehabilitation of multiple culverts, grading, replacing about 43,000 linear feel of rail, rehabilitating 16 turnouts, replacing 1,146 linear feet of wood ties with concrete ties, rail top bridge replacements, almost 24 grade crossing upgrades, and rehabilitating over eight signal systems that will improve operation at over 25 points on the railroad. The project also includes replacing about 27,000 crossties.
